I have tried to work with registering 2 different domain names and everytime I try to use www.internic.org/whois they come back with a status of REGISTRAR-LOCK. They are not regeistered to anyone, they are just locked so no one else can register them. How come registrars are a allowed to lock these name for extended periods, thereby eliminating them from the ‘name pool’?

If a domain has been locked it is in-fact registered.
The Domain – REGISTRAR can lock it for any amount of time they choose.
200 years if they want.
REGISTRAR-LOCK prevents the domain from being purchased in a given time period if it expires.

Aside from what Developer NC answered, certain words can actually be “locked out” from being registered, especially cuss words. Depending on the extension you’re looking up, their respective “Registry” (authoritative database holders) operators can choose and enforce whatever policy they have.
If DNC’s answer hasn’t exactly explained your question, can you elaborate more what you mean by “they’re not registered to anyone”? Perhaps pasting a sample of the domain name’s WHOIS record (without mentioning the domain name) might help.
